Unsurprisingly, the roots of going public can be found in this era. The railroad provided presidents with their first opportunity to address citizens who might disagree with them, which had been largely impossible in the partisan newspaper era. This strategy had its shortfalls, as Andrew Johnson’s tour illustrated, but as the railroad expanded and travel became easier, presidents utilized these opportunities more often. Additionally, as the nineteenth century wore on, the persuadable public grew because party strength ebbed, the Republicans made overtures to southerners, and the country faced new problems. These factors combined to increase the incentives for presidents to speak with the public and attempt to influence public opinion.

In the period between the Civil War and the invention of the radio, presidents turned to speech more often, but written rhetoric continued to be an essential element of their communication strategies. Written communication became a secondary form of communication in the twentieth century as technology facilitated more frequent speech. In the twenty-first century, the rise of the internet and social media encouraged the return of written communication with the public to some extent, but as the next chapter shows, there has been a steady trend toward greater communication overall.
